The 'Great Tokyo Empire' is a faction from the Akira manga, led by Tetsuo Shima, and is unrelated to Shin or the world of Fist of the North Star. In Fist of the North Star, Shin commands the 'King' faction, a ruthless group of martial artists operating from Southern Cross.
In Their Own Story
Sometime after the second explosion, an American reconnaissance team led by Lieutenant George Yamada arrives in ruined Neo-Tokyo. They discover the city divided between Lady Miyako's cult and Tetsuo's Great Tokyo Empire. Tetsuo becomes heavily dependent on government-issued pills to quell his headaches but eventually begins withdrawal after visiting Lady Miyako's temple. During a rally at the Olympic Stadium, Akira and Tetsuo demonstrate their powers, culminating in Tetsuo tearing a massive hole in the Moon's surface and encircling it with a ring of debris. Following this event, Tetsuo attacks an American aircraft carrier where scientists are studying the psychic events, eventually taking over the ship.
